Deem and Pass on health care is the “new” secret weapon Nancy Pelosi and the Democrats are considering using to pass health care. Here is a little advice, go ahead and do it and you will light the fuse of the bomb that will blow you out of office in November.

What is Deem and Pass? And has it been used in the past?
I will address the 2nd question 1st. Deem and Pass has been used in the past. Republicans and Democrats alike have used it effectively. The difference here is the size and scope of this health care legislation. It should be deemed as null and void unless every representative votes on it.
The American people deserve to know how their Representative voted on a bill that encompasses 1/6 of our nation’s GDP. Voters need to have this information in hand so they can make an educated decision this November at the polls.
An article in USA today had this to say about this procedure…
The House Democrats don’t have the votes for the Senate health care bill, so House Speaker Nancy Pelosi says she is considering a new approach: deeming the Senate bill law by House rules and then passing the reconciliation bill.
This “deem and pass” strategy would avoid forcing the House cowards members to take an actual vote on the Senate bill — which includes the “Cornhusker Kickback” and other controversial provisions that the House Democrats don’t support.
Naturally, the Republicans are attacking Pelosi’s latest strategy.
Rep. Eric Cantor had this to say in the same article….
“Considering the size and scope of this trillion-dollar effort to change health care as we know it for every man, woman and child in America, every member of Congress must go on the record and make clear whether they support the Senate bill or not as is.”
Answering the first question I asked, “Has Deem and pass been used before?” Apparently it has been used on numerous occassions. Thomas Mann had this to say in the same article…
“It’s a way to manage difficult, partisan problems,” Mann says.
As with reconciliation, self-executing rules have been used by both Democratic and Republican congressional majorities, Mann says. He says Congress used it 36 times in 2005 and 2006, when the GOP was in charge, and 49 times in 2007 and 2008, after the Democrats had taken control.
There is no reason for any member of Congress to listen to me about the dangers of using Deem and Pass.
There is a real danger enacting this procedure though when you have 50-80 million voters going to the polls in Novemeber
