US Congress probably wrote the specs for this Fire Extinguisher

Government makes us purchase $4.00 light bulbs, 1 gallon flush toilets (which we have to flush 2 or 3 times for it to work properly), and now I am sure our government will copy this Russian fire extinguisher which wrongly they believe will help with global warming
